A Note to Applicants
We recognize that the strongest proposals for this work may come from those who understand the realities of midwifery practice—whether through direct experience or close collaboration with the profession. We encourage submissions from individuals or teams who can bring practical insight, sound judgment, and a grounded understanding of the Alberta context.
1. Overview
The Alberta Association of Midwives (AAM) is seeking proposals from qualified individuals or teams to develop comprehensive Business and Transition Toolkits to support midwives practicing in Alberta. These toolkits will be designed primarily for new or transitioning midwives and will provide practical, accessible guidance on establishing and managing a midwifery practice within Alberta’s unique regulatory, financial, and care delivery environment.
2. Project Timeline and Budget
Contract Period: June 1, 2026 – December 31, 2026
Total Budget: $50,000 CAD (inclusive of all costs)
3. Project Objectives
The objective of this project is to create two user-friendly, practical toolkits. The toolkits, while overlapping will be for newly registered midwives or those embarking out on their own, and for midwives transferring into Alberta. The toolkits should:
Support new and early-career midwives in establishing and managing their practices
Assist midwives transitioning from other provinces or care models
Provide clarity on Alberta’s midwifery model of care, including financial, legal, and operational considerations
Improve consistency, confidence, and sustainability in midwifery practice across the province
4. Scope of Work
AAM will provide existing materials, documentation, and resources where available to
support this work and avoid duplication of effort. The successful proponent will be responsible for the following:
Phase 1: Needs Assessment and Framework Development
Conduct a focused needs assessment with midwives and key stakeholders (anticipated 8–12 interviews and/or 1–2 small group sessions)
Engage with key partner organizations as appropriate
Identify priority content areas and clearly define what is in and out of scope
Develop a practical and streamlined toolkit structure
Phase 2: Content Development and Review
Develop a defined set of core modules (anticipated 6–8 modules total)
Ensure content is practical, concise, and action-oriented (checklists, templates, and guidance prioritized over narrative content)
Conduct subject matter review with a limited number of reviewers
Apply an equity-informed and inclusive lens
Integrate feedback through a maximum of two revision cycles
Phase 3: Finalization, Design, and Launch
Finalize all toolkit content
Prepare materials for web-based formats (no complex platform development required)
Support a small pilot (anticipated 5–8 users)
Incorporate final feedback (one final revision round)
Assist with launch of the toolkit(s)

The toolkit(s) should include, but are not limited to, the following:
A. Starting and Managing a Midwifery Practice
Practice setup requirements in Alberta
Business structures and considerations
Required documentation and filings
Contracts and agreements
Financial management and billing practices
B. Transitioning to Practice in Alberta
Overview of Alberta’s midwifery model of care
Differences between employee and independent contractor models
Taxation considerations and implications
Practice-level responsibilities and expectations
Integration into existing practice groups
C. Orientation to the Midwifery Landscape in Alberta
Overview of key organizations and their roles, including:
Alberta Association of Midwives (AAM)
College of Midwives of Alberta (CMA)
Provincial Midwifery Administrative Office (PMAO)
Mount Royal University (MRU)
How AAM operates, including fee structures and member expectations
Navigating relationships between regulatory, educational, and advocacy bodies
D. Practical Tools and Resources
Checklists, templates, and sample documents
Decision-making guides
Frequently asked questions
Resource lists and contact
6. Deliverables
Needs assessment summary report (concise; maximum 10 pages)
Toolkit framework and module outline
Draft toolkit modules (6–8 modules)
Finalized toolkit content for the two toolkits
Web-ready materials (formatted documents; no custom development required)
Pilot testing summary (brief) and final revisions
7. Proponent Qualifications
Proposals should demonstrate:
Experience in midwifery practice (preferred)
Understanding of Alberta’s healthcare and midwifery systems
Experience in resource or curriculum development
Strong writing and stakeholder engagement skills
Ability to work independently and meet deadlines
Collaborative proposals from teams are welcome.

Proposed approach and methodology
Work plan and timeline
Budget breakdown
Examples of similar work (if available)

Proposals will be evaluated based on:
Relevant experience and expertise
Understanding of project objectives and Alberta context
Practicality and clarity of proposed approach
Ability to deliver within defined scope
Budget and overall value
12. Additional Information
AAM reserves the right to accept or reject any proposal, to request additional information, and to negotiate scope and terms with the selected proponent.
Any work requested beyond the defined scope of this RFP must be mutually agreed upon in writing and may be subject to adjustment of timelines and budget.
